III. Major tasks for 2021.
三、2021年重点工作
The year 2021 is of particular importance to China as it pursues the modernization drive.
今年是我国现代化建设进程中具有特殊重要性的一年。
To accomplish the government’s work for the year, we must, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, do the following:
做好政府工作，要在以习近平同志为核心的党中央坚强领导下，
follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; implement the guiding principles of the Party’s 19th National Congress and the second through fifth plenary sessions of the 19th Party Central Committee in full;
以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届二中、三中、四中、五中全会精神，
act on the general principle of pursuing progress while ensuring stability;
坚持稳中求进工作总基调，
ground our efforts in the new development stage, apply the new development philosophy, and create a new pattern of development;
立足新发展阶段，贯彻新发展理念，构建新发展格局，
pursue high-quality development as the general aim, advance supply-side structural reform as the main task, and harness reform and innovation as the key source of momentum in our endeavor to meet the fundamental goal of satisfying the people’s growing needs for a better life; apply systems thinking;
以推动高质量发展为主题，以深化供给侧结构性改革为主线，以改革创新为根本动力，以满足人民日益增长的美好生活需要为根本目的，坚持系统观念，
consolidate and expand the achievements of the Covid-19 response and economic and social development;
巩固拓展疫情防控和经济社会发展成果，
ensure better coordination in pursuing development and upholding security;
更好统筹发展和安全，
ensure stability on six key fronts and maintain security in six key areas;
扎实做好“六稳”工作、全面落实“六保”任务，
implement macro policies in a systemic and targeted way;
科学精准实施宏观政策，
keep major economic indicators within an appropriate range; continue to expand domestic demand;
努力保持经济运行在合理区间，坚持扩大内需战略，
strengthen science and technology to provide strategic support for development;
强化科技战略支撑，
pursue higher-standard opening up; maintain social harmony and stability.
扩大高水平对外开放，保持社会和谐稳定，
These efforts will enable us to get off to a good start in the 14th Five-Year Plan period and commemorate the centenary of the CPC with outstanding achievements in development.
确保“十四五”开好局起好步，以优异成绩庆祝中国共产党成立100周年。
In 2021, China will continue to face many development risks and challenges, but the economic fundamentals that will sustain long-term growth remain unchanged.
今年我国发展仍面临不少风险挑战，但经济长期向好的基本面没有改变。
We should stay confident, meet challenges head-on, and consolidate the foundation for economic recovery to ensure sustained and healthy economic and social development.
我们要坚定信心，攻坚克难，巩固恢复性增长基础，努力保持经济社会持续健康发展。
The main projected targets for development this year are as follows:
今年发展主要预期目标是：
GDP growth of over 6 percent; over 11 million new urban jobs;
国内生产总值增长6%以上；城镇新增就业1100万人以上，
a surveyed urban unemployment rate of around 5.5 percent;
城镇调查失业率5.5%左右；
CPI increase of around 3 percent; steady increases in both the volume and quality of imports and exports;
居民消费价格涨幅3%左右；进出口量稳质升，
a basic equilibrium in the balance of payments; steady growth in personal income;
国际收支基本平衡；居民收入稳步增长；
a further improvement in the environment; a drop of around 3 percent in energy consumption per unit of GDP;
生态环境质量进一步改善，单位国内生产总值能耗降低3%左右，
a continued reduction in the discharge of major pollutants; grain output of over 650 million metric tons.
主要污染物排放量继续下降；粮食产量保持在1.3万亿斤以上。
As a general target, China’s growth rate has been set at over 6 percent for this year.
经济增速是综合性指标，今年预期目标设定为6%以上，
In setting this target, we have taken into account the recovery of economic activity.
考虑了经济运行恢复情况，
A target of over 6 percent will enable all of us to devote full energy to promoting reform, innovation, and high-quality development.
有利于引导各方面集中精力推进改革创新、推动高质量发展。
The projected targets for growth, employment, and CPI should keep the economy performing within the appropriate range.
经济增速、就业、物价等预期目标，体现了保持经济运行在合理区间的要求，
These targets are also well-aligned with the annual goals of subsequent years in the 14th Five-Year Plan period, and they will help sustain healthy economic growth.
与今后目标平稳衔接，有利于实现可持续健康发展。
For the government to deliver this year, we need to carry out Covid-19 prevention and control and pursue economic and social development in a more coordinated way.
做好今年工作，要更好统筹疫情防控和经济社会发展。
We will maintain control measures on a continuing basis and be ready to address isolated emergencies.
坚持常态化防控和局部应急处置有机结合，
We will maintain constant vigilance in guarding against inbound cases and domestic resurgences, and ensure effective epidemic control in key areas and at key links.
继续毫不放松做好外防输入、内防反弹工作，抓好重点区域和关键环节防控，
We will effectively address all weaknesses in Covid-19 work, and take strict measures to prevent clusters of infection and transmission caused by isolated cases.
补上短板漏洞，严防出现聚集性疫情和散发病例传播扩散，
The development of vaccines will be steadily advanced, free vaccine programs will be conducted at a faster pace, and efforts will be intensified to boost our capacity to control Covid-19 with targeted and science-based measures.
有序推进疫苗研制和加快免费接种，提高科学精准防控能力和水平。
