The construction of the public utilities of Changchun has developed at full speed in recent years. After the quality of drinking water for the urbanites was improved in 1998，the project of enlarging Shi Tou Kou Men Reservoir was finished in 2001，and in 2002，the transformation project of water supply facility for the urbanites in the urban area that will last for 3 years started. In 2003，the city's integrated production capacity of running water per day was up to 1 156 000 cubic meters，and 2 392 000 people in the designed area were using running water.
长春市的公用设施建设近年来获得了飞速的发展。继1998年城市居民饮用水质量得到提高后，2001年实施完成了石头口门水库的增容工程,2002年又启动了城区供水设施的3年改造工程。2003年，全市水厂日综合生产能力达115. 6万立方米，规划区使用自来水人数达239. 2万人。
There are numerous squares，parks and green land in the city of Changchun. All these have offered good places for physical training，amusement and recreation for the urbanites. Changchun Park takes up an area of more than 60 hectares，and in addition，there are ten more parks such as Victory Park，South lake Park，Labour Park, Children's Park and Mudan Park which are with various characteristics. All these parks are open to citizens and visitors free of charge all the year round.
长春市内有众多的广场、公园和绿地，它们为市民提供了良好的休闲、健身与娱乐的活动场所。长春公园占地60多公顷，另外还有胜利公园、南湖公园、劳动公园、儿童公园、牡丹公园等10余所各具特色的公园。这些公园全年免费向市民与游人开放。
The Cultural Square covers an area of more than 200 000 square meters and it is covered with lawns and flowers，white pigeons and green tiles，tree walls and corridors，sculptures and seats. Around the square，the green trees and the buildings make up a picturesque scene that the people of Changchun like.
文化广场占地20多万平方米，广场上布满了草坪鲜花、白鸽绿瓦、树墙甬道、雕塑坐椅，周围的绿树与建筑组成了一幅长春人所喜爱的如画景点。
