I would like to thank ForeignMinister Ahmet Davutoglu, the Special Representative of the Turkish President,for his remarks. China has assumed the chairmanship of the Conference onInteraction and Confidence Building Measures in Asia (CICA), so please allow meto take this opportunity to express heartfelt thanks to all sides, inparticular Kazakhstan, the initiator of CICA, and Turkey, the previous chair ofCICA, for your trust and support.

Now, let me make some remarks onbehalf of the People’s Republic of China.

The summit today has broughttogether leaders and representatives from 47 countries and internationalorganizations, including CICA member states, observers and invited guests ofthe Shanghai summit. Under the theme “Enhancing Dialogue, Trust andCoordination for a New Asia of Peace, Stability and Cooperation”, we willdiscuss the important subject of security cooperation, explore policies for long-termpeace and stability, and jointly promote development and prosperity. As such,this summit is of great importance to security in Asia and the world at largeand will have far-reaching impacts.

Asia today is home to 67% of theworld’s population and accounts for one third of the global economy. It is aplace where diverse civilizations and nations meet and interact. Peace anddevelopment of Asia is closely connected with the future of mankind, and Asia’sstability and revival is a blessing to peace and development of the world.

Asia today, though facing morerisks and challenges, is still the most dynamic and promising region in theworld. Peace, development and win-win cooperation are the main trend in theregion, and countries in the region generally prefer policies that addressdifferences and disputes through consultation and negotiation. Asia enjoys arising status in the international strategic landscape and plays anincreasingly important role in promoting a multi-polar world and democracy in internationalrelations. Such a sound situation in the region has not come easily and oughtto be doubly cherished.

Asia today is witnessing vibrantcooperation in the economic field. Cooperation in the security field is makingprogress despite difficulties, and various cooperation mechanisms are moredynamic. Asia has come to a crucial stage in security cooperation where we needto build on the past achievements and strive for new progress.

As a Chinese saying goes, “A wiseman changes as time and circumstances change.” We need to keep pace with thechanging circumstances and evolving times. One cannot live in the 21st centurywith the outdated thinking from the age of Cold War and zero-sum game. Webelieve that it is necessary to advocate common, comprehensive, cooperative andsustainable security in Asia. We need to innovate our security concept,establish a new regional security cooperation architecture, and jointly build aroad for security of Asia that is shared by and win-win to all.

Common security means respectingand ensuring the security of each and every country. Asia is a region of greatdiversity. Countries differ in size, wealth and strength. They vary inhistorical and cultural traditions as well as social systems, and havedifferent security interests and aspirations. However, we all live in the sameAsian family. With our interests and security so closely intertwined, we willswim or sink together and we are increasingly becoming a community of commondestiny.

Security must be universal. Wecannot just have the security of one or some countries while leaving the restinsecure, still less should one seek the so-called absolute security of itselfat the expense of the security of others. Otherwise, just as a Kazakh proverbaptly puts it, “One who tries to blow out other’s oil lamp will get his beardon fire.”

Security must be equal. Everycountry has the equal right to participate in the security affairs of theregion as well as the responsibility of upholding regional security. No countryshould attempt to dominate regional security affairs or infringe upon thelegitimate rights and interests of other countries.

Security must be inclusive. Weshould turn Asia’s diversity and the differences among Asian countries into theenergy and driving force for regional security cooperation. We should abide bythe basic norms governing international relations such as respectingsovereignty, independence and territorial integrity and non-interference ininternal affairs, respect the social systems and development paths chosen bycountries on their own, and fully respect and accommodate the legitimatesecurity concerns of all parties. To beef up and entrench a military alliancetargeted at a third party is not conducive to maintaining common security.

Comprehensive security meansupholding security in both traditional and non-traditional fields. Asia’ssecurity challenges are extremely complicated, which include both hotspot andsensitive issues and ethnic and religious problems. The challenges brought byterrorism, transnational crimes, environmental security, cyber security, energyand resource security and major natural disasters are clearly on the rise.Traditional and non-traditional security threats are interwoven. Security is agrowing issue in both scope and implication.

We should take into full accountthe historical background and reality of Asia’s security issues, adopt amulti-pronged and holistic approach, and enhance regional security governancein a coordinated way. While tackling the immediate security challenges facingthe region, we should also make plans for addressing potential securitythreats, and avoid a fragmented and palliative approach that only treats thesymptoms.

We should have zero tolerance forterrorism, separatism and extremism, strengthen international and regionalcooperation, and step up the fight against the three forces, in order to bringa life of happiness and tranquility to the people of this region.

Cooperative security meanspromoting the security of both individual countries and the region as a wholethrough dialogue and cooperation. As the proverb goes, “Strength does not comefrom the muscle of the arms, but from the unison of the heart.” We shouldengage in sincere and in-depth dialogue and communication to increase strategicmutual trust, reduce mutual misgivings, seek common ground while resolvingdifferences and live in harmony with each other. We should bear in mind thecommon security interests of all countries, and start with low-sensitivityareas to build the awareness of meeting security challenges throughcooperation. We should expand the scope and means of cooperation and promotepeace and security through cooperation. We should stay committed to resolvingdisputes through peaceful means, stand against the arbitrary use or threat offorce, oppose the provocation and escalation of tensions for selfish interests,and reject the practice of shifting trouble to neighbors and seeking selfishgains at the expense of others.

In the final analysis, it is forthe people of Asia to run the affairs of Asia, solve the problems of Asia anduphold the security of Asia. The people of Asia have the capability and wisdomto achieve peace and stability in the region through enhanced cooperation.

Asia is open to the world. Whileenhancing their own cooperation with each other, countries in Asia must alsofirmly commit themselves to cooperation with countries in other parts of theworld, other regions and international organizations. We welcome all parties toplay a positive and constructive role in promoting Asia’s security andcooperation and work together to achieve win-win outcomes for all.

Sustainable security means thatwe need to focus on both development and security so that security would bedurable. As a Chinese saying goes, for a tree to grow tall, a strong and solidroot is required; for a river to reach far, an unimpeded source is necessary.Development is the foundation of security, and security the precondition fordevelopment. The tree of peace does not grow on barren land while the fruit ofdevelopment is not produced amidst flames of war. For most Asian countries,development means the greatest security and the master key to regional securityissues.

To build an Asian security mansionthat could stand the test of wind storms, we need to focus on development,actively improve people’s lives and narrow down the wealth gap so as to cementthe foundation of security. We need to advance the process of commondevelopment and regional integration, foster sound interactions andsynchronized progress of regional economic cooperation and securitycooperation, and promote sustainable security through sustainable development.
