International Day of Solidarity with the Palestinian People provides us with a formal opportunity to reflect upon our commitment to support the Palestinian people as they seek a future of peace and prosperity. Palestine has been a Member of UNESCO since 2011, and UNESCO has undertaken to build Palestine’s institutional capacities to accelerate the State-building process.
“声援巴勒斯坦人民国际日”是重申我们承诺支持巴勒斯坦人民争取实现未来和平与繁荣之诉求的庄严时机。巴勒斯坦自2011年以来成为教科文组织的成员,教科文组织致力于加强巴勒斯坦的机构能力建设,以加快其国家建设的进程。
This year, we are emphasizing the role of culture and film, and in particular of women filmmakers, as pivotal for the collective representation and for creativity. A society’s capacity to represent itself, that is, to be present to itself, in words and images, is one of the bases of sovereignty and social cohesion. Film also plays a key role in nurturing the imaginations of the younger generations and helping them grow in the values of tolerance, human rights and peace against ignorance and hatred. Palestinian women filmmakers are furthermore pivotal for gender equality, and with that in mind we must double our efforts to support the cultural expressions of the Palestinian people and the flourishing of creative industries in the region. They are our allies for development, mutual understanding and peace-building.
今年,我们这一活动的主题是支持文化和电影事业,特别赞扬女性电影工作者在反映巴勒斯坦人民生活和发挥艺术创造性方面所发挥的重要作用。一个社会表现自我即通过文字和图像展现自我的能力,是奠定这个社会的主体自主意识及社会凝聚力的根本所在。电影在培养青年一代的想象力并向成长中的青年人传授宽容、人权与和平价值观而不是愚昧和仇恨价值观方面,发挥着核心的作用。巴勒斯坦女性电影工作者同时还是实现性别平等的一支生力军,为此我们应该加倍支持巴勒斯坦人民的文化表现形式以及该地区创意产业的发展。文化事业对经济发展、互相理解以及和平建设具有重大的推动作用。
This work cannot be separated from the active support provided by UNESCO to educational institutions, teacher training, and backing for students with scholarships, including in psychological and social terms, and more particularly for refugee or displaced communities without access to education. UNESCO is thus actively mobilized in the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) to ensure the education of more than 500,000 child refugees. On this day, we renew our commitment to accompany the Palestinian people and to mobilize all the resources of intelligence and creativity in our fields of competence—education, science, culture, communication and information—as the basis of the rule of law, democratic life and the forging of informed, tolerant citizens. These are the most robust foundations a society may imagine in order to develop and live in peace.
这项工作是与教科文组织为巴勒斯坦教育机构、师资培养及学生奖学金计划所提供的积极支持分不开的,这样的支持也包括社会心理层面的干预,特别是针对那些缺乏受教育机会的难民和迁徙人口。教科文组织也积极地在联合国近东巴勒斯坦难民救济和工程处框架内开展行动,确保50多万难民儿童继续接受教育。今天,我们再次重申我们对巴勒斯坦人民的一贯支持,并承诺动员我们所主管的教育、科学、文化、传播和信息领域的一切智力和创造力资源,为在巴勒斯坦建立法治国家和民主生活并培养有知识、懂宽容的公民奠定基础。这样的基础是一个向往发展与和平生活的社会所能设想的最为坚实的基础。
