This is again because dogs are pack animals and in a pack, you have a leader and the leader tells the other dog what to do.

Obedient: be willing to follow orders or rules 有主动选择的意味，多多少少是愿意为之
Docile: be more submissive and let people control you. You are more under their influence. 更像不得已而为之，受控他人
