去年8月29日，全国人大常委会作出决定，国家主席习近平签署主席特赦令，决定在中国人民抗日战争暨世界反法西斯战争胜利70周年之际，对部分服刑罪犯予以特赦。截至目前，记者从有关部门获悉，这次特赦工作已在规定的去年底前圆满完成，四类特赦服刑犯共31527人。

BEIJING — A total of 31,527 prisoners, most of whom were juveniles when they committed their crimes, have been released thanks to an amnesty deal, according to an official statement on Monday.
北京消息，据周一发布的官方声明表示，依据特赦令，全国共特赦服刑罪犯31527人，其中多数犯罪时还是未成年。

2015年8月29日，全国人大常委会（China's top legislature）作出决定，国家主席习近平签署主席特赦令，决定在中国人民抗日战争暨世界反法西斯战争胜利70周年（national commemoration of the 70th anniversary of the end of World War II）之际，对部分服刑罪犯予以特赦。特赦工作按计划（as scheduled）在2015年底前完成。
本次特赦的服刑罪犯包括四类：参加过中国人民抗日战争（the War of Resistance against Japanese Aggression）、中国人民解放战争（the civil war against the Kuomintang）的；中华人民共和国成立以后，参加过保卫国家主权、安全和领土完整对外作战的（criminals who participated in wars to safeguard national sovereignty, security and territorial integrity），上述罪犯中犯贪污受贿犯罪（graft），危害人民安全的严重暴力性犯罪，危害国家安全犯罪及涉恐（terrorism）、涉黑等有组织犯罪（organized crime）的主犯，以及累犯不予特赦；年满七十五周岁、身体严重残疾（physical disabilities）且生活不能自理的（unable to care for themselves）；犯罪时不满十八周岁（committed crimes while under the age of 18），被判处三年以下有期徒刑（received a maximum sentence of three years in prison）或者剩余刑期在一年以下的（less than a year left to serve）。特赦决定和特赦令规定几种严重犯罪（serious crimes）除外。
经人民法院依法裁定，全国共特赦服刑罪犯（pardoned prisoners）31527人。其中，第一类（the first category）罪犯50人，第二类罪犯1428人，第三类罪犯122人，第四类罪犯29927人。
