Message from Ms. Audrey Azoulay, Director-General of UNESCO, on the Occasion of the International Day for the Elimination of Racial Discrimination

COVID-19 has had catastrophic consequences for populations across the globe, changing the ways we live, work and socialize. However, while we are all vulnerable to this disease, some are more vulnerable than others. Among racial and ethnic minorities, for instance, the pandemic is taking a disproportionately heavy toll.
冠状病毒病给全球人民带来了灾难性的后果，疫情改变了我们的生活、工作和社交方式。然而，虽然在这场疫情面前我们都很脆弱，有些人却更加脆弱。例如，这场疫情对少数族裔和少数民族群体就造成了异乎寻常的损害。
To address this situation, in December 2020, UNESCO adopted the Global Call Against Racism. Calling attention to the "parallel pandemic of dangerous disinformation, hate speech and violence against certain ethnicities or nationalities", this Call highlights the urgent need to fight the racism and discrimination that continue to plague our societies.
为应对这一局面，教科文组织于2020年12月通过了“反对种族主义的全球呼吁”。这一呼吁提请人们注意“针对某些族裔或民族的虚假信息、仇恨言论和暴力行为的危险‘疫情'”，突出强调迫切需要与持续毒害我们社会的种族主义和歧视现象作斗争。
Now, as vaccines offer new hope for the future, we must not only stand firm in our words and convictions, but also reflect this in our deeds, by translating these words into action.
现在，由于疫苗为未来带来了新的希望，我们不仅必须坚定自己的言论和信念，而且要将言论转化为行动，践行我们的信念。
That is why, on this International Day, UNESCO urges humankind to stand up for social justice and equality, and to heed the call against racism and discrimination, with a view to building a more inclusive and tolerant society-one that is free of all forms of violence.
正因如此，值此消除种族歧视国际日，教科文组织敦促人类积极捍卫社会正义和平等，响应反对种族主义和歧视的呼吁，以期建设一个更具包容性和更加宽容的社会，一个免于任何形式暴力的社会。
We cannot do this alone: this global effort depends on the commitment of government, civil society, academic and scientific communities, the business sector, stakeholders and international organizations.
这样的愿景目标无法仅凭一己之力实现，而是需要开展全球行动，需要各国政府、公民社会、学术界和科学界、商界、利益攸关方和国际组织积极投入。
UNESCO is doing its part. Building on our long track record in this field, we are developing an anti-racism roadmap to document effective policies and practices that counter this scourge.

This means identifying benchmarks and learning from them. It means ensuring that laws and institutions are bias-free. And it means taking affirmative action. Because we can change mindsets and increase understanding of this problem, for example, through Global Citizenship Education and intercultural dialogue. We can eliminate biases online, for example by developing a Recommendation on the Ethics of Artificial Intelligence. We can further mutual understanding, reconciliation and cooperation, for example by supporting research and education on the slave trade and slavery.

To galvanize these efforts, on 22 March 2021, we will convene a Global Forum against Racism and Discrimination to gather our partners and provide a space to exchange views and share solutions to this problem.

Because difference is a source of richness, of strength. The diversity of humans and human civilizations is what makes the world more beautiful. In the words of Mali's Amadou Hampaté Ba, "How boring and monotone a uniform world would be, one where everyone, cut from the same cloth, thought and lived the same way! Without anything to discover within others, how would we enrich ourselves?"
因为差异是丰富性和力量的源泉。正是人类与人类文明的多样性让世界更加美丽。马里作家阿马杜·昂帕泰·巴有言：“一个千篇一律的世界将多么乏味和单调，人与人毫无二致，以同样的方式思考和生活！如果他人身上没有值得学习之处，我们又如何充实自己呢？”
