Firefighters in the states of Rhineland-Palatinate and North Rhine-Westphalia say the situation remains chaotic and that electricity and cell phone networks are down. South of Cologne, Police Officer Patrick Reichelt told public broadcaster ARD that the rescue services are struggling to keep up.
