ULUGAN, RUSSIA — The remote Altai Republic has long been seen as "Russia's Tibet." Isolated by the tallest mountains in Siberia, Altai is located on the border with Mongolia, China and Kazakhstan. But now Altai is opening up to jet-age tourism.
